Jon Rubin (Robert De Niro) is a Vietnam War veteran who returns to New York City and becomes involved in underground filmmaking. Hired to make voyeuristic films, Jon sets up a camera in his apartment to secretly record his neighbors. As he grows more entangled in countercultural art and activism, he becomes involved in a radical group staging politically charged performances.
